Move filter param setup to btm layer from btif layer

Duplicated calling of startDiscovery() doesn't remove all pass filter for inquiry.
If startDiscovery() is called again after 10 seconds from previous calling, all pass filter is added but inquiry can't be started due to RNR. And the filter remains.
