floss: Trigger the SCO init on sco connected

We need trigger the IPC init for every sco connected, otherwise, it may
hold a broken socket that no longer valid to use.

Test: build,deploy,start HFP to trigger SCO connection and restart after
seeing the sco disconnected.
BYPASS_LONG_LINES_REASON: Bluetooth likes 120 char lines
