Add information and change call order for onScanParamSetupCompleted

TransitionalScanHelper#onScanParamSetupCompleted is currently returning before logging if callback is null. In this case, pending intent scans don't have anything logged to indicate success of scan param setup. Therefore changing order and cleaning up the code.
