HearingAid: Add the new handle mechanism for audio data is congested

Add new mechanism to handle audio data is congested.

Mechanism behavior:
1) Dropping packet before assign sequenece number.
2) Dropping two side audio frame at same time once.

Mechanism trigger condiction:
1) The data channel is congested.
2) Two sides credit value is close or only one side connected
