UpdateAbility: Implement BluetoothInCallService and its test. Besides

atest, also manually tested hfp.

The majority of this CL is same as the aosp/1311861 (Already +2ed).
The difference is for binding self managed calls (like duo).
The changes on Telecom side is in the same topic aosp/1543904.

It's safe to only review AndroidManifest.xml
