avrcp/device: Report device connected when abs volume not supported 

Notifying the volume interface when the device connected without
absolute volume support. Platform like ChromeOS depends on the device
connected signal to initialize some of the AVRCP functionalities.

Test: atest AvrcpDeviceTest
