isomanager: Add callback to create cis command

This is in order to handle errors in Command Status:

        Number of CIS: 1
        CIS Handle: 96
        ACL Handle: 65
> HCI Event: Command Status (0x0f) plen 4
      LE Create Connected Isochronous Stream (0x08|0x0064) ncmd 1
        Status: Unsupported Remote Feature / Unsupported LMP Feature (0x1a)

With this patch, IsoManager can notify upper layer about error in creating
CIS
