Floss: Retry socket bind on EINVAL

In some cases, socket bind could fail with EINVAL if the MGMT has not
fully initialized.

This change introduces a wait-and-retry mechanism to mitigate this
issue.

Test: manually add a delay in kernel to make mgmt initialize slow and
check the retry work.
