HCI: Change commands naming to avoid misunderstanding

Naming of Android specific HCI commands misleads
developers of what called OCF.

Example: HCI_BLE_VENDOR_CAP_OCF should be 0x153
but we have 0xFD53 instead. So we should rename it to HCI_BLE_VENDOR_CAP.
