RootCanal: Bypass LL CONNECTION PARAMETER REQ in central role

When in Central Role in a LE connection, connection parameters
can be pushed directly to the connected Peripheral without
negotiation using LL CONNECTION PARAMETER IND.

This specific use case is necessary to pass the PTS test
GAP/CONN/CPUP/BV-06-C because the PTS does not implement
support for the LE Remote Connection Parameter Request
event
