GD: Hold wakelock when starting and stopping the Bluetooth stack

* Hold wakelock when starting and stopping the Bluetooth stack so that it
  can meet the timing requirement
* Rename GD wakelock to bluetooth_gd_timer for easier debugging
* Use native HAL based wakelock in GD
