Change the 32kHz bidirectional dual CIS configuration perference order

Force to have the fixed transmission number, and
max_transport_latency in the current stage to reduce the IOP issue. If
the device use the new LE audio AIDL interface in Android V. The audio
configuraiton perference would be able to get from the HAL which is
controlled per project.
