Update queue title on locale change 

Problem: The Queue Title is populated from a resource string. When the
locale changes, the metadata needs to be updated to reflect the new
locale. Currently, we don't update the queue title though, just the
playback error state (if we're in an error state)

Solution: Reset the queue title on locale change
