RootCanal: Fix directed advertising with privacy enabled

- Increase the interval for high duty cycle directed advertising
- RPA generation is enabled even if address resolution is disabled
- Compare resolved initiating address to the peer address instead
  of the target address in the legacy advertiser
- The target address was missing from extended advertisers
  configured for directed advertising.
- Now generate an RPA using the PeerIRK if available, else
  set the target address to the public or random static
  address
