Floss: Retry and avoid crashing when failing to connect to syslog

In some rare case, connecting to syslog might fail.

This CL adds a retry mechanism and make btadapterd continue to
initialize after a few attemps.

Test: mma -j
Test: Floss enable and checks the logs are printed in bluetooth.log
Test: Intentionally to skip the logging initialize. Verify Floss can be
initialized successfully.
