Amend the location denylist for Bluetooth scans to match the updated value currently rolled out through an experiment.

The denylist has been changed to exempt Eddystone-E2EE EID frames that do not disclose the location of the device. This change is rolling out to existing devices through an experiment flag.

Test: The updated value of the flag was rolled out to all GMS Core beta population (10M devices) a few months ago. It is currently rolling out to all prod devices. See the attached bug for details.
