RootCanal: Update the logic in case of page collision

- confirmed in the specification that unless the Event Filter
  is configured for it, an incoming connection is NOT auto accepted
  if the controller is actively paging the same device

- changed the logic to send only one HCI Complete Event with status
  SUCCESS in case of collision
