floss: HFP hal - Fix SCO codec cache

 - Fix spelling to MGMT_OP_GET_SCO_CODEC_CAPABILITIES
 - Fix codec mapping between MGMT_SCO_CODEC_* and the bitmap
   codecs used in hfp_hal_interface. i.e 1 << (X - 1)
