[PTS-Bot]: Removed rebootBluetooth call from factoryReset function in Host

Updated Host.kt file

bluetoothAdapter.clearBluetooth() performs bluetooth config clear and reset bluetooth. Hence no need to call rebootBluetooth().
Increased factoryReset timeout from 10 to 30.
