Complete EDR bonding 

Update service discovery result even when BT stack is not ON but BLE is

In BLE on state, an application can try to pair with a device supporting
Secure connection by LE protocol.
Then Key derivation occurs even in BLE on state, so EDR pairing
procedure can be started.
In this case, EDR bonding procedure should be completed by updating
service discovery results to clear resources on BondStateMachine.
