floss: add sysprop to adjust LE scan parameters during system suspend 

Add sysprop to adjust LE scan parameters during system suspend to
improve LE HID wakeup.

Bug: 342207744
Test: mma -j32; suspend and check parameters
Flag: EXEMPT, Floss-only changes, no logical change.
