Add EvaluatingBandwidthState to evaluate network bandwidth

Add a new state between EvaluatingPrivateDnsState and
ValidatedState to evaluate the network bandwidth.
This state is optional, OEMs can overlay the resource file and
set the related config to enable this feature.
