Enable DHCP IPv6-only preferred option in Android S by default. 

Bug: 159670487
Test: atest NetworkStackIntegrationTests
Test: manual test to verify that IPv6-only option has been added in
      the PRL of DHCPDISCOVER/DHCPREQUEST.
