Disable a few tests from resolv_integration_test

5 tests rely on Netd firewallSetUidRule(), firewallEnableChildChain(),
and firewall<Add|Remove>UidInterfaceRules(). These functions are moved
from Netd to mainline module and no longer being supported by Netd.
Disable tests until we have alternative solutions.

Disabled tests:
- BlockDnsQueryWithUidRule
- GetAddrinfo_BlockDnsQueryWithUidRule
- EnforceDnsUid
- BlockDnsQueryUidDoesNotLeadToBadServer
- DnsWithVpn
