Add more DoH tests in resolv_integration_test

Add 4 new tests:
- TemporaryConnectionStalled
- RunOutOfDataLimit
- RunOutOfStreams
- ReconnectAfterIdleTimeout

Current DoH client implementation doesn't check if QUIC connections
run out of data limit, so the check for DoH query count in
RunOutOfDataLimit is commented out.
