Add presubmit test for DNS resolver AIDL changes

The testSendDnsConfiguration in FrameworksNetTests checks the integrity
of resolver AIDL interface. The test case should be updated as well
while AIDL interfaces are extended. Add the test to presubmit so that we
won't forget to update it when AIDL interfaces are extended.
