LatinIME: Add "more" keys to ALL the keys

Unbreak QWERTZ keyboards

Adding "more" keys to ALL the keys broke QWERTZ keyboards.
Fix it by adding seperate XMLs for QWERTZ.

Rearrange morekeys

  Some of the symbols such as *,!,-,+ were moved in kitkat,
  this moves the moreKeys to be inline with the moves.
