Always update special location LiveDatas on Active

Since we get the state for the special location provider and package
LiveDatas from the system, update them on active, so their state matches
the system always.

Test: Go to the app info page for Google Play Service, go to
'permissions', then leave, enable/disable location, and go back. The
location permission should reflect the location enable state.
