Delay Phone State change update to Headset.

Use case:
1. During active call pair and connect Jabra 620S headset.
2. Turn off and Turn on BT on phone.
3. Connect to headset from Phone.
4. Check for SCO audio on headset.

Actual result:
No call audio on Jabra headset or Phone.

Root cause:
Jabra headset not able to accept incoming SCO immediately after SLC.

Fix:
Delay call update to headset by 100ms when headset is
connected while there is an active call.
