Revert choose lock header file to non-setup theme

The activity ChooseLockGeneric which inflates the layout file
choose_lock_generic_fingerprint_header is not setup themed, and
therefore should not use setup resources.

Test: Run ChooseLockGenericTest via `am instrument`
