[Settings] MobileNetworkActivity Refactor

Split MobileNetworkActivity into 2 files.
Enable testing through ActivityScenario

Bug: 141833767
Test: manual
make RunSettingsRoboTests -j ROBOTEST_FILTER=MobileNetworkActivityTest
make RunSettingsRoboTests -j ROBOTEST_FILTER=ActiveSubsciptionsListenerTest
