Settings: Fix crash when selected accessibility.

No 'qucik boot' and 'led flash light' items layout info
in accessibility_settings.xml, when removed these items,
It will cause crash.

Add 'qucik boot' and 'led flash light' layout info to
accessibility_setting.xml
