Permission changes for scoring in Wifi Picker.

In ag/1727148 we introduce requesting of network scores into the
WifiTracker, in order to arrange access points based on 'ranking score.'
This permission is required for WifiSettings to be able to request those
scores.

Test: Built and ran with wifi picker changes. Unit tests for WifiTracker
in corresponding CL.
