Modify the value of intent-filter 

ACTION_PROMPT_PARTIAL_CONNECTIVITY, ACTION_PROMPT_UNVALIDATED
and ACTION_PROMPT_LOST_VALIDATION has exposed and their value
also need to be updated due to API lint errors.

Test: Check NO_INTERNET notification can be shown.
