Partial revert to restore lottie_bubbles.json

The tablet version of this animation exists in AOSP, under:

 ./raw-sw600dp/lottie_bubbles.json

this CL restores the phone version that was accidentally (?)
removed in an earlier commit (73a61a80).  Restored using:

 git checkout 73a61a80 res/raw/lottie_bubbles.json
