Customize ChooseLockPassword for supervision.

This change adds some custom text when the lock is being set for a
supervising profile. It also disables the auto confirm option and the
redaction interstitial, since supervising profiles should never be used
on a lock screen.

This change also changes our current lock setup flows to intent directly
to ChooseLockPassword in order to bypass ChooseLockGeneric.
