Add Tapjacking Protection for SettingsHomepageActivity

Add/remove the SYSTEM_FLAG_HIDE_NON_SYSTEM_OVERLAY_WINDOWS flag into/from
SettingsHomepageActivity and SettingsPanelActivity with lifecycle.
