Update tile summary from ContentProvider.

A subscription is created and destroyed based on the lifecycle events.
Fetching the summary is done asynchronously to prevent blocking the UI
thread.

Test: make RunSettingsRoboTests
Test: manually flip flags, confirm tile has dynamic summary
