Remove some dashboard alias

- remove UsersDashboardAlias, PaymentSettingsDashboardAlias,
  ManageApplicationsDashboardAlias, and AppNotificationDashboardAlias,
  and merge the metadata into the target activity
- remove StorageActivity
- remove the old top level settings categories
