Merge changes from topic "app_battery_usage" into tm-qpr-dev 

* changes:
  Fix loading bug when switching filters.
  Align strings and UX across the different pages.
  Move restricted apps page to new battery optimization page.
  Add Apps > Battery optimization page implementation.
