LineageParts: Use the battery HAL lights brightness capability

   introduces capability LIGHTS_ADJUSTABLE_BATTERY_LED_BRIGHTNESS to
   allow a device to indicate whether it's liblights supports battery light
   brightness control.  Update lineage lights settings to use this new
   capability.
