Fix mismerge of ASB 2025.04 in ActionHandler.java

AOSP tag android-security-13.0.0_r28 does not contain the commit
901f1d60 fix: redirect to root to block access.

The merge of the tag has reverted the above commit, which was part
of our baseline. Therefore, re-apply and adapt this commit.
