[DocsUI M3] Point inflated messages to use EmptyStateTitleTextM3.

* This will change the font of EmptyStateTitleTextM3 to use
  config_fontFamilyMedium.
* This will also add new CrossProfileTitleTextM3 and
  CrossProfileMessageTextM3.
* From the new additions of cross profile styles, we replace the
  inflated cross profile message to use CrossProfile* style instead
  of EmptyState* style.
