Update minSdkVersion for generation of metrics 

This actually has no functional difference as the `--minApiLevel` in
log generation only checks if it's pre-Q or if it's not current then
it doesn't support bootstrapping (which we don't require). So bump
this version just to align with the app wide change done earlier.
