Hold RECEIVE_BOOT_COMPLETED permission to receive ACTION_BOOT_COMPLETED 

Bug: 36530928

Test: follow steps to repro in http://b/36530928#comment2; also added
      debug statement to verify that broadcast is received when phone
      is booted.
