Contacts: Control the create RCS group chat entrance in GroupDetailFragment. 

 - No matter in CMCC or non-CMCC build, the create RCS group chat entrance
   is always visible. This is not expected. To fix this issue, correct the
   logic in onPrepareOptionMenu(menu) in GroupDetailFragment.
