matrix: ENFORCE_NO_UNUSED_HALS 

Enforce that all hals in the device manifest are
in framework compatibility matrix -- at build time.

Bug: 65028233
Test: build a phone without DEVICE_FRAMEWORK_COMPATIBILITY_MATRIX.
