Update neuralnetworks/*/types.hal to match impl

Updates hardware/interfaces/neuralnetworks/1.(0|1)/types.hal to match
the NeuralNetworks.h header in framework/ml/nn. Only comments have
changed.

Updated using framework/ml/nn/tools/sync_enums_to_hal.py.
