Disable startNetworkScan tests with parameters. 

Network scan tests with parameters are disabled because of vendors
failed to fully implement startNetworkScan in HAL 1.4, and GSM rat scan
with parameters will get REQUEST_NOT_SUPPORTED error from modem.
