Camera: Allocate graphics buffers via 'IAllocator'

Camera graphic buffers should always be allocated using the
respective HIDL API.

Test: run vts --skip-all-system-status-check --skip-preconditions
--primary-abi-only --module VtsHalCameraProviderV2_4Target -l INFO
